Vladimir was born in the family of the driver of the railway worker Viktor Dobugan and his spouse, the saleswomen of Raisa Solovyva. It happened on July 30, 1964 in the village of Yerofey Palych Amur region. The village is named after the Russian landline of Erofey Khabarova-Svyatitsky.
In school years, a piece of rowing on kayaks and canoeing was visited, and in 1980 he even received a candidate degree in junior sports masters. Later because of problems with increased arterial pressure from this idea I had to refuse. Oriental martial arts came to replace the rowing, in which Vladimir seriously succeeded.
After graduation, the Dovgan family moved to Krasnodar. By accepted in absentia to the Togliatti State University (then another Polytechnic Institute), Vladimir settled on to work first by the assistant master, and then the master at the AvtoVAZ plant, located in Tolyatti. In 1989, Vladimir graduated from the university.

In 1994, Dovgan was written by the President of the Joint Stock Company "Dock Bread", but after three years later the controlling stake was transferred to the executive director.
In 1995, Vladimir became the general director of the Closed Joint-Stock Company Dovgan, under the auspices of which the most different products were produced - from vodka (on the label of which there was a photo of Vladimir himself, as well as his grandfather), beer and tobacco to croup, chocolate and cosmetics.
By the way, for the realization of their products, Dovgan did not disdain the use of psychological tricks - which is worth only "the healing cigarettes of Dovgan", the healing properties of which were only in labels, allowing visually to control the volume of miscarriage. Nevertheless, already in 1996, Vladimir spoke with the advertising company Dovgan - protected quality.
In 1997, "Plandem" broke up, and in 1998 he hit the country a heavy economic crisis. Businessman stopped production under the brand "Dovgan". Instead, a new registered project "Vladimir Dovgan" was launched, built by type of network marketing, as well as a DVV company, engaged in tailoring.
Also in 1998, the Political Party of the Russian Party Dovgan was formed, Vladimir himself became the chairman. Nevertheless, after only two years, Daughan cooled to this idea and left the policy, dismissed by the party. At the same time, Vladimir, together with another businessman Alexander Konovalov launched a new business - the manufacture and sale of cosmetics "Edelstar".
In 1999, Vladimir came out of the shareholders of Dovgan Holding, engaged in coaching and writing books. The received control over the former business Vladimir The Interros company announced that it was not going to pay debts left to Dobrog.

Personal life
Vladimir was married three times. There is no information about the first wife. It is known only that the older daughter of Christina is from Dovgan. The second wife was Lydia Erochene, who operates the rector of the Volga State University of Service. There were no children from the pair.
The third wife, with whom Vladimir lives to this day, became Elena Lethagin, who gave a businessman to the second daughter Elizaven, as well as the son of Alexander.
