Werner was born in September 1942, during World War II, in Munich, Germany. Childhood, the boy spent away from urban life in Bavaria, in a small mountain village Zakhrang. When Herzoga was 12 years old, along with his mother he returned to his native Munich. And since there was little money, the family removed the apartment with other tenants. His neighbor in the house was Klaus Kinski, an eccentric actor later was filmed in the director's ribbons.
