Igor Sergeevich was born in 1967 in Leningrad. The entire life of the director is connected with the Northern capital: his childhood years, student youth and periods of professional development and maturity passed here. After graduating from school, the young man studied at the actor in the Leningrad Institute of Theater, Music and Cinematography, where his teachers became Arkady Katzman and Veniamin Firskinsky.
