Zhanna Borisovna Nemtsova was born on March 26, 1984 in Gorky (now Nizhny Novgorod). Boris Efimovich was brought up in a strong alliance, the ex-governor of Nizhny Novgorod, the deputy chairman of the State Duma, and then the governments of Russia, and Risa Akhmetovna, a housewife.

In 2004, Zhanna Nemtsova met the financier Dmitry Stepanov.
