Andrei Aleksandrovich Klishas was born in Sverdlovsk (current Yekaterinburg) on November 9, 1972 in the family of the retired Colonel Alexander Gennadevich Klishas and his wife faith Vasilyevna. At the same time, a graduate specialist got a job in the "Onexim Bank" and entered the managerial bodies of a number of solid industrial and investment companies.
In 2001, Andrei Alexandrovich came to work in RUDN and for 15 years combined business with teaching work. As an entrepreneur, he served as president of the Norilsk Nickel public mining and metallurgical company, and as a scientist since 2016 he had headed the department of the theory of state and law at the Moscow Law Institute.
Realizing that there is not enough political component in such a brilliant career, Klisis joined the United Russia party and in 2012 he fell into the Federation Council as a deputy of Norilsk City Council.
Since 2013, Andrei Alexandrovich spoke with a number of initiatives related to quantitative changes in the composition of Russian senators and other elected categories of citizens, as well as responsibility for violating the rules of public events.
After receiving the approval of the President and the Government of the Russian Federation, Klisis went on. In 2014, the entrepreneur suggested toughening the punishment for calls for separatism and the insult to power, separately reviewing cases related to statements on the Internet.
These laws formulated in collaboration with the State Duma deputies Dmitry Vyatkin and Lyudmila Sidery, provoked a lot of disputes due to the formulation and general blur.

For these reasons, in March 2014, the businessman fell under visa and economic sanctions from the European Union, Canada, Australia and the United States.
Probably, Andrei Alexandrovich was offended by Western society, which manifested itself in 2018 in the draft law on the autonomous functioning of the Russian Internet. The team of authors explained his own initiative to protect the country from the frequent charges in hacking and cyber attacks and create a backup information space that keeps the confidentiality of communication between users.
However, the good purpose also had a number of negative moments related to restricting access to some international sites and the installation of state "surveillance" for data sources. Because of this, the draft has long been discussed in committees and commissions and only on April 16, 2019, he was adopted by deputies of the State Duma.
